Reading through the 10 foot tap rule, it doesn’t state the two conductors must terminate in an overcurrent device as does the 25 foot tap rule. This seems odd to me - am I missing something?

The first paragraph of 240.21 requires that tap conductors not supply other conductors except through an OCPD.

I believe all taps must terminate in an overcurrent protective device.

Look at this

b. Not less than the rating of the equipment containing
an overcurrent device(s) supplied by the tap conductors
or not less than the rating of the overcurrent
protective device at the termination of the tap
conductors.

The language is that way to permit the use of a fused disconnect as the OCPD for the tap conductor. The tap conductor does not land directly on the OCPD where a fused disconnect is used
