240.21 feeder tap rules

Construction has a 100A CB in a panelboard feeding 2, 480V welding receptacles - each WR has a 60A fuse.
They’re using #1AWG from the CB, then tapping in a box that’s approx 20’ above the floor in a high bay manufacturing bldg with #6’s and running to each welding receptacle approximately 80’ away from the tapped point.
This fits 240.21(4) except the height isn’t 30’ above the floor. Is this a Code acceptable?

Since you are supplying welders, 630.12 will come into account and it appears 630.12(B) will allow that install.
