The intent of that section is for occupancies where the tenant does not have physical access to the feeder OCPD. It would be a stretch to apply it to a panel, but maybe under the right conditions, you could make it fly.
What are all of the details of this installation? Since we are talking about a second building, where is the building disconnect? If we are not talking about a second building, then Article 225 does not even apply.
