Two-fold question: What is the reasoning for 240.24(E). Access ?? Environment ??
If it is environment why would OCP be acceptable in commercial bath ?
Situation is panel in a bath in a detached pool house at a residence. Violation ??

I've always guessed it to be because of possible wet feet, hands, etc and not wanting to have people messing with OCP. Not sure why it would be acceptable in a commercial setting. Maybe because it's locked out for maintenance staff? I don't think it's a violation in a detached pool house bath based on the code language and definitions.
