240.4(B) vs. 240.21(B)(2)(2)

Did I find a conflict in the code between Sections 240.4(B) & 240.21(B)(2)(2) or do I just not understand?

240.21 does not apply to service conductors.

Also keep in mind "next size up rule" you still must have calculated load of no more than actual conductor ampacity so for 500 kcmil you can have next size up protection of 400 but only if load is no more than 380.

These are service conductors so the feeder tap rules do not apply.
