This section allows me to use number 4 THHN Copper between a 20 kw generator with a 90 amp circuit breaker and the transfer switch? The 75 degree column rates the wire at 85 amps.
 
240.4(B) allows you to protect #4 (85A) with a 90A OCPD.

Whether it is acceptable between the generator and the ATS will also depend on 215.2(A)(1).
