240.6 splice SE conductors

I am looking to extend a (single phase )200A 240V SE conductors to feed a 200A Service Rated ATS.
I'm wondering if I can extend the SE conductors with Listed insulated Polaris connectors, (inside the 200A SQD pane)l, to ATS and back to the SQD 200A panel.
 
Keeping 312.8 and 230.7 in mind it is permitted under the '17 Code
(Unsure about later Codes)
 
Also note new requirements that service conductor splices must be listed for use on the line side of service equipment. See 230.46. Until recently finding such connectors was problematic but now I understand this is improving.

There are lots of other reasons this is not a good idea. Another post just came on here recently about it. Where is the neutral-ground bond and how will it be moved to the SE ATS?
