240.91 Question

Can someone explain the 240.91 part that talks about 95% or greater? Does this mean that if you were doing a 1600 service that you can run 500's because if you subtract 5% of 1600 it gives you 1520 which at 75 degrees on the table 500's are good for 380? 380x 4 is 1520.
Clarification would be good,

In order for you to use those code section you would need to meet the requirement of section VIII for Supervised Industrial Installations.


VIII. Supervised Industrial Installations
240.90 General. Overcurrent protection in areas of super-
vised industrial installations shall comply with all of the
other applicable provisions of this article, except as pro-
vided in Part VIII. The provisions of Part VIII shall be
permitted only to apply to those portions of the electrical
system in the supervised industrial installation used exclu-
sively for manufacturing or process control activities
