Can't you just get a transformer manufacturer to make one?
That's what we would do.

You don't necessarily need a special transformer for this. MOST standard transformers can be fed either way. The NEC just requires that somewhere in the documentaton for it, it is identified by the manufacturer as being OK to use that way, and since that change in the NEC (I think in 2011?), most transformers are documented as such.
