240 vac with a neutral

I have an application where the designer is using a transformer to generate single phase 240vac with a neutral in addition to 120vac in an industrial control panel to power components.
I have never seen this used in a United States enclosure, is this an acceptable practice?

This really sound like there is a "rest of the story"
Is this a UL 508A? UL79? NEC409? Oor no spec except the designer?

This is purely from the designer, I haven't found a definitive answer from UL508A, Ul79 or NEC409. The closest I can come up with so far is 9.1.1.1 in the NFPA 79 concerning control circuits supplied from mutiwinding power transformers which limits the output voltage to no greater than 120vac
