I was looking at how a pool company in my town hooks up their 240V pool pumps, heaters. They bring 2 hots, a neutral, and a ground from the panel and put it on a 20 Amp, two pole GFI breaker.
Then they take one side of the 240 and use it to power the pool transformer, outlets, and heater. Is this within the code?

IMO it definitely could be compliant. As long as 210.23(A)(2) is complied with then it should be okay. I have not seen where the pool motor must be on a dedicated circuit as required for hydromassage tubs.
