240 Volt sub-panel (No Neutral)

Is it NEC compliant to have a 240 Volt sub-panel without a neutral? (240 Volt circuits only, No 120 Volts circuits)
The circuits in the panel would be an AC Compressor and a well pump. Neither circuit requires a neutral.

I'm thinking it would also be NEC compliant to make a sub-panel for 120 Volt circuits only. L1 feeding both phases.
That sort of thing needs a label that says "No Multi-wire Branch Circuits!". For some reason there has been a section about this in the solar and interconnected sources articles but it should be a rule for any such situation.
