an indoor hot tub has a 120v heater and a 120v pump, each with its own plug in cord. they are plugged into outlets that are fed from a 240v gfci circuit breaker. is this to code?

I see no reason that this would be a violation.

If this is a multiwire branch circuit-- 2 hots, neutral and a ground and the receptacles are sharing the neutral then a DP GFCI is necessary in order for it to function properly.

Manufacturers of spas/hottubs generally have pretty good installation instructions in regards to the GFCI protection. Take a look at them and let us know what they say.
