Whe you have a 240v load that needs to be gfi protected and theres no neutral load, obviously theres no load wire to terminate at the breaker. My question is, how is the breaker sensing the imbalance when theres no load neutral?

The 240 volt breaker is looking at the current on the two hots. If there is more than ~5mA of unbalance, the breaker opens the circuit. If the breaker is of the 120/240 volt type it is looking at the current on the two hots and the neutral. if there is no leakage current these currents wil sum to 0. When the sum is ~5mA the breaker trips. You can use the 120/240 volt breaker with or without a load side neutral connection
