I have a question regarding 24VDC power supply. Is it safe or reliable to connect negative terminal of 24VDC power supply to Equipment grounding or Instrument grounding? If it is safe what should be the standard connection? Do I have to separate the grounding bus bar for negative terminal or 24VDC power supply to other grounding bus bar such as Grounding shield bus bar, Equipment or Enclosure grounding bus bar , Building ground, Instrument grounding bus bar? Standard drawing for grounding system would be helpful to me as reference. Thanks in advance.....

The documentation should tell you whether you can ground an output terminal, or if it's already internally grounded.

Your other questions can't really be answered without more equipment and application information. What's it for?

It is common to ground the DC common, or not to do so.

It is also not unheard of to ground the DC+.

All of the grounds you mention eventually tie together at some point. Unless there is a real good reason to do otherwise, I am inclined to only run one ground to a panel.
