24VDC wiring between individual control cabinets.

Construction requests to wire from cabinet to cabinet (3 total, side by side) with 24VDC discreet and 4-20mA analog circuits (no power). The client prefers to see individual conduit penetrations into each cabinet rather than a 'wiring-through' scenario, but I cant see how this is a safety issue if the wiring does not contain power from a second source and doesnt terminate there. Is there any violation here?

I don't see it as a safety issue either, but we would use separate entries. Less confusing.

The bigger issue is, who is signing the check.

While I agree no safety issue, there could be a physical issue. Suppose cabinet 2 of 3 needs to be replaced. Perhaps the client does not realize that the individual components can be replaced and the back box will always remain.
