we have a junction box with 120volt wirinig passing through the box. Also in the box are 24volt wires that are 120volt rated THHN. The device that is operated by the 24volts has a cord that comes into this box and wire nuts to the 24volt wires. This cord is not rated. Is this OK?

I agree with don on his reference.
In my experience, there are, however, certain situations which can affect that Section such as 725.1340(A) exception 2. If you have nothing planned for the next two days, you can review all the particulars in Art 725 and perhaps come up with a definite answer for your specific application :D

You might look at this thread:

wouldnt we need to know what type of supply the 24V is? Sure its probably likely the OP was talking about class II.... but just saying.....
We do. To some degree, that is referenced in the thread I listed.

True, but unless the 24 volt circuit is a power circuit, you still have to look to Article 725. If the 24 volt circuit is not a Class 2 circuit and is not a power circuit, you would have to look at 725.48.

I would look at 300.3C
