25% of largest motor load contribution

when we calculate total building load and submit to city plan examiner to review the drawings, under building load summary page, we have to include 25% of largest motor load.

I am wondering if this 25% of largest motor load only applies once at the total building load
or we have to apply this rule to all branch panels which has motor load? Thank you.
 
It applies once to the Service.
It applies once to each Feeder.
It applies to each Branch Circuit.

May be a different "largest motor" on the feeders and branch circuits though, and feeders and branch circuits with no motors can have a 0 here.
 
Applies to every circuit conductor individually, whether service, feeder, or branch circuit... using whichever motor is the largest supplied by the circuit. Largest motor on a circuit conductor is determined using its FLC value, not HP or kW rating.
