25 ohms to ground

How exactly do you go about testing to see if your ground rod is less then 25 ohms to earth? Put one lead on the rod and the other streached out and touching earth?

Take a look here. They depict the 3 point testing and clamp on meter testing methods. IMO two rods are easier.
