Why do we use T250.102 for sizing the grounded conductor when it is not mentioned anywhere in article 250.102 except in the title. Also if we do use this table, shouldn't it say minimum or maximum "Size of Grounded Conductor"? Does this table nullify 220.61?

250.102 applies to bonding on the supply side of an overcurrent device or first disconnecting means. The grounded conductor is one of the ways to bond on the supply side, particularly for services. 250.102 does not nullify 220.61 because that is for feeders which by definition are on the load side.

Is there a PV related aspect to your question? 705.95(B) might be relevant.

250.24(C) addresses sizing the grounded conductor and references 250.102(C)
