what is the intent of it stating "..., if grounded, shall be connected to an equipment grounding conductor..."?

(and right after 250.134) when you look at 250.136 "equipment considered grounded" and 250.136(A) after reading that 250.134 part, it about sounds like anything on the rack should get it's own EGC. but then explanatory material in handbook says it's good without individual EGC's, just one for the rack.

whats your thoughts?

are they just saying don't use neutral or GEC as a means of equipment grounding, except where allowed to use neutral. is it just me or could this use some cleaning up?

and then 250.110, why does it it have 1-6 if we have 250.4(A)(2)&(5) and 250.134. 1-6 makes it sound like you don't need to ground things

250.110 includes the wording "likely to become energized" so 250.110(1)-(6) even not in these circumstances its required right? so for (1) even if it is 9ft away it needs connected, and for (2) even if in dry location it needs connected, (3) even where not in contact in needs connected, (4)....

250.4(A)(2), 250.96, 250.134 require this right?

seems like this all needs cleaned up a bit to me, what's your thoughts?

and 250.4(B)(1) for anyone that suggests it's for ungrounded systems
