I'm pretty sure you know this but the box must always be bonded to an EGC. Are you asking if the EGC must be attached to the box if you make a splice within said box?

Don't have the "bible" with me at the moment but if memory serves if you splice the EGC within the box it shall be bonded to the box. The code section you referenced is correct as I remember.

Section 250.48 (C) requires a connection between the one or more equipment grounding conductors and a metal box.
 
This section changed in the 05 NEC. Before you always bonded the EGC, now only if its spliced or attached to a device at the box.
