250.24(A)1 Grounding location?

From what I understand grounding electrode conductors are to installed at the disconnect. This article also says at any accessibly point. I've noticed a few services lately that appear to be grounded at the trough located after the meter and before the disconnects switches. Not opening the equipment but it looks like the bonding and grounding is done in the trough but I would have expected that those grounding electrode conductors should be entering the disconnect switches and not the wireway.

Is it acceptable to ground/bond a service in the trough?

Yes: From the Article you quoted since the conductors in the trough are service conductors.
(1) General. The grounding electrode conductor connection shall be made at any accessible point from the load end of the overhead service conductors, service drop, underground service conductors, or service lateral to, including the terminal or bus to which the grounded service conductor is connected at the service disconnecting means.
 
While you could make The grounding connection at the overhead service drop, this is not very common in my area the inspector would look at it twice. For lightning protection that may be the best location to make up the connection
