250.24(A)(2) Outdoor Transformer. Where the transformer supplying the service is located outside the building, at least one additional grounding connection
shall be made from the grounded service conductor to a grounding electrode, either at the transformer or elsewhere outside the building.


I assume this rule simply requires to drive ground rods at utility xfmr location and then bond the xfmr secondary neutral to the ground rods?
I don't recall I have seen this installation at any sites where there is a pad mounted utility xfmr. Am I missing something?
 
Seems strange, but I think maybe where it would come into play is if for some reason the utility did not have an electrode at the outdoor transformer, metering equipment, etc. Then they want you to put an additional electrode somewhere outside the building.
 
The other possibility is that of a customer owned transformer feeding the building, like in a campus distribution system. That would be entirely NEC jurisdiction.
If that customer transformer is in the building normal SDS rules apply while this section supplements that for a pad mount or pole mount separate from the building.

I thought about that, but the wording seems to say it's a utility transformer, imo.

I have had installers drive a ground rod in the basement, never considered that a problem, the utility always drives their own ground rod

never seen anyone on this site indicating utilities in other locations are not driving rods.
