As stated, it references a grounded service and requires the grounded conductor to be brought to the service disconnect,
The most common application that I know of would be where the premises does not have a neutral load but the utility installs a transformer with a ground point. In that situation, you are required to being the grounded conductor to the service disconnect even iif it simply stop there and is bonded.
