250.28 common grounding electrode

I have two service laterals going into one building which is seven story apartment complex from one utilty transformer.

One service lateral goes under ground into electrical room to swbd. The other service lateral goes into Fire Pump room. All greater than 1/0 AWG under ground.

The electrical room and fire pump room are right next to each other and they are both part of larger room whose doors lead to corridor inside building.


My questions are as follows:

1. Would this be considered be considered one service which go to same location NEC 2014 Article 230.2?

2. If two different services then I swbd service disco GEC to water pipe and GEC to bldg steel and Fire pump disco to water pipe. Steel and water pipe are not bonded together. Nec 2014 Article 250.28 same ground electrodes are used so does there need to be another GEC from fire pump to steel or it is bonded thru pupe to swbd service disco to steel?
