250.32(A) Grounding Interpretation

Hi all, I have the scenario below that I am hoping to get the group input in the interpretation:

1. Switchboard is sitting on a pad remotely from the building (about 150 feet)
2. Switchboard has a single meter/'main breaker feeding the electrical panel inside the building.
3. Switchboard have grounding as required per code and also bonded to the cold water pipe.
4. Interior panel have grounding wire going back to the switchboard.

Under 250.32(A) do I need to provide additional grounding at the panel inside the building (like a ground rod)?
 
3) Why is it bonded to the water pipe are they within the same structure?
4) The panel is within a separate structure and therefore must connect to structure GES via a GEC.

The switchboard is located exterior to the building (structure) and have a grounding system. Does the interior panel need additional grounding (in addition to the ground wire coming from the switchboard)?

The panel is in a separate structure and fed with a feeder? If so it requires an EGC run with the feeder and connection to the GES of the separate structure.
