250.32 Structures Supplied by a Feeder or Branch Circuit

Relating to 250.32 (A), it refers to 250.50 when there is no grounding electrode installed.
250.50 states where no grounding electrode is present, that 250.52(A)(4) through (A)(8) shall be installed and used.
Does this mean that if there is an installation that does not have a grounding conductor in the raceway, that the neutral can be bonded with the grounding electrode that would be installed at the seperate structure? Would this apply to a swimming pool sub panel also?
I have seen this a couple of times over the years and it was brought up at a continuing education class I attended last night. There were differing viewpoints. Looking for clarification

If it is an existing structure and there is no EGC run with the conductors then yes the neutral would be bonded to the panel and the GEC when you install one.

I believe if this is a separate structure with a panel and no EGC that is now going to be used for a pool then I believe an EGC is going to be required. I am not sure I see where there is an except. for that.

And if under 08' code, the 4th conductor is required no matte what. Under 05' and no other metallic paths, the insatll is legal and you bond as if it's a service in the seperate structure.

The '05 does permit this install ( no EGC), however, where does 680 allow you to use this setup for pools. I don't see an exception that would allow this.
