:confused: Please pardon my obtuseness, but, I don't understand what hardware you are thinking of from your term: "gen-tran".
 
The transfer switch would not be considered cord and plug equipment but the portable generator would be.
 
The portable generator does not have to have a grounding electrode system installed provided the neutral is not switched at the MTS. The premise grounding electrode system would serve both generator and utiltiy systems.

.... a portable generator!!!

Besides, I don't know of any p-gens tha have a cord and plug attached to them. They typically have receptacles into which plugs are inserted to transfer power.
