It's a manual transfer switch for a portable generator.

The portable generator does not have to have a grounding electrode system installed provided the neutral is not switched at the MTS. The premise grounding electrode system would serve both generator and utiltiy systems.

Besides, I don't know of any p-gens tha have a cord and plug attached to them. They typically have receptacles into which plugs are inserted to transfer power.
