We have an oxygen tank sitting on a concrete pad and there are no electrical devices whatsoever, not even a lighting fixture, mounted on the pad.
Does this tank need to be bonded to a grounding electrode - like a rod for example?

Not required by the NEC.
 
Oxygen supports combustion, but is not itself flammable.

Any piping would be ground-able by whatever might energize it.

Hospitals, etc., may have additional bonding requirements.

This is an industrial facility -
So do you think the tank should be bonded to an electrode?

I don't see any reason to, but the specifications for most industrial facilities require that all tanks be bonded to the plant grounding/bonding system. Not a code or safety issue.
 
Only other thing can think of If there is highly flammable material or substances in area and high risk of static charge, Grounding for reason of static discharge might be appropriate but not a NEC issue.
2023 NFPA 55 4.9.4 has a requirement for static control with oxygen storage tanks. Including for lightning protection.
