1999 language: 'Plate electrodes shall be installed not less than 2 1/2' below the surface of the earth.'

2002 & 2005 do not mention any burial depth.

? Nobody uses them anymore so it doesn't matter?

No, its still there. Its just in a different section. See 250.53(H).
