What the heck is “each plate electrode shall EXPOSE not less than 2 square feet of surface to exterior soil,” supposed to mean?

I cannot get a visual example of this anywhere. How deep is this supposed to be and what is the code trying to say?

The National Electric Code (NEC) requires that driven rods be a minimum of 8 feet in length and that 8 feet of length must be in direct contact with the soil. Typically, a shovel is used to dig down into the ground 18 inches before a driven rod is installed.

The outer surface of the plate has to expose at least 2 square feet of metal to the earth. A 12"x12"x1/4" plate would exceed the 2 square foot minimum.
