What the heck is “each plate electrode shall EXPOSE not less than 2 square feet of surface to exterior soil,” supposed to mean?

I cannot get a visual example of this anywhere. How deep is this supposed to be and what is the code trying to say?

The outer surface of the plate has to expose at least 2 square feet of metal to the earth. A 12"x12"x1/4" plate would exceed the 2 square foot minimum.
