it sounds OK to me.

(a) Grounding electrodes of pipe or conduit shall not be smaller than metric designator 21 (trade size 3/4) and, where of steel, shall have the outer surface galvanized or otherwise metal-coated for corrosion protection.

I would say EMT does not qualify since it is listed as tubing but without a definition for a pipe it is not clear.

I've worked in beach communities that you could do it.

rigid or black iron. emt wont drive and it'll rot out in afew years. emt is not an acceptable driven pipe electrode

Granted EMT would be hack but wondered if it could be used.

No doubt it would be tough to drive in and or prove it was indeed a full stick.
