250.52 Grounding Electrodes

Does 250.52 (A) 3 require that every foundation that contains 20' or more of reinforcing rod be connected to the grounding system.

I've got a situation where a building has multiple (100 or so) individual drilled piers each containing rerod. The construction manager is claiming that every drilled pier must be considered a grounding electrode and all must be connected to the grounding system.

I don't believe this is the intent of this code section. I believe only one pier would have to be connected to the system. Where can I find a clear definition of the requirement.
 
In part the Code says: {(250.52(A)(3)}" Where multiple concrete-encased electrodes are present at a building or structure, it shall be permissible to bond only one into the grounding electrode system."

We have had to install a ground like you have described all the way around the building. It was in the building spec's.

I don't recall seeing that wording in the 2005 NEC. (don't have access to my code book right now) Is it in the 2005 or was it added in the 2008?
 
In the explanation in the 2008 workbook "A single concrete-encased electrode can be used, and a grounding or bonding connection to the other segments is not required. Hope this helps.
