NEC 2014 section 250.53(D)(2) metal underground water pipe supplemental says a metal underwater ground water pipe shall be supplemented by an additional electrode.....

Their is no mention that supplemental electrode is required only if underground water pipe to be sole grounding electrode. So this means if site has water pipe metal, has steel, and ufer as electrode the water pipe would still require supplemental electrode no?

The Concrete Encased Electrode (CEE, ufer) satisfies this supplemental electrode, no?

"A metal underground water pipe shall be supplemented by an additional electrode of a type specified in 250.52(A)(2) through (A)(8)."

A CEE is one of those listed. It's 250.52(A)(3) in 2017.

Yes but I don’t see the wording NEC 2014 section 250.53(D)(2) which says supplemental shall be used ONLY if their is solo one qualifying electrode water pipe at site.

This means if I have qualifying three electrodes at site one of them is water pipe I would have to provide additional supplemental regardless?

You're missing it. If you have 3 of them and one of them is the water pipe, you already have two supplemental electrodes.

ETA: A gross paraphrase of 250.53(D)(2) is that the water pipe cannot be the only electrode.

ok see attached arrangement. I have steel, rod, concrete encased and water pipe.
How can other electrodes be supplemental to water pipe as mentioned in NEC 250.53(D)(2))?

Any time you have multiple electrodes, they are supplemental to each other.
