250.64(C), GEC connection; continuous?

They’ve attached a 6” x 4”x 1/4” thick piece of copper bus bar to P1000 Unistrut and routed the GEC from a 30kVA dry type XFMR to the copper bar. Terminations are made with NEMA 2-hole copper compression lugs.
From here, they’ve attached the underground 4/0, that just happens to buried 30” (ie electrode) to the bar.
Does this meet the definition of continuous?
