250.64 f 3, used with 250.121

Could you use 250.121 exception hand in hand with 250.64f3? If your egc feeding a sub panel was.large enough to be gec, it would be continuous to a ground bar in the subpanel, and then the wire going from the ground bar in the subpanel to an electrode would be a bonding jumper per 250.64f3? Does this make sense or am I stretching?
 
But you could use a compression splice on that EGC to make it continuous and use split bolt to tap a jumper to the equipment grounding bar in the sub panel. There are other rules that apply that make this difficult to actually accomplish.
