I have a 800 amp existing service with no grounding electrode. I need to add a grounding electrode system. The building is already there without a ufer ground and the water main is pvc. I’m going to drive 2 ground rods. 250.66(A) states all I need is #6 for gec to ground rods. So the only other thing I need to be concerned with is bonding to the building steel using table 250.66? Is this right?
 
Some inspectors might have you bond the building steel and Yes 250.102(C)(1) for bonding. It is pretty similar to 250.66. Likely to be energized is the key phrase

(C) Structural Metal.

Exposed structural metal that is interconnected to form a metal building frame, is not intentionally grounded or bonded, and is likely to become energized shall be bonded

The building has a 3/0 copper ground bonded at the neutral for the egc. So just a 6 awg copper for the gec to the 2 ground rods would satisfy code?

Correct
And 3/0 copper to bond to building steel?
If it is a wood structure you don't need to bond the steel just because it is in the building.
