250.66 - GEC not within a building

Grounding electrode to a ground shall be required to be larger than #6 Cu, #4 Al. (250.66(A))

Situation: Primary to pad mount transformer. Transformer to 1000A outdoor distribution equipment. Ground rods use for Grounding electrode. By table 250.66 #3/0 Cu grounding electrode conductor would be required.

Question: If the grounding electrode is a ground rod and does not extend to any other electrode type other than another rod, would #3/0 be required or is #6 in compliance with 250.66(A)?

All these years I didn't want to create waves, but now I am asking.
