250.66 or 250.122?

I have an installation where the delta-wye transformer is about 150 feet away from the panel that it is feeding. Therefore due to the 25' tap rule, I have a breaker at the secondary of the transformer. My question is does the ground wire of the circuit on the load side of my breaker (running to the panel) count as an equipment grounding conductor (size per 250.122) or is it a grounding electrode (size per 250.66).

Thanks. That was my belief as well. But the connection from the secondary of the transformer to the line side of the breaker was governed by 250.66 and then the load side of the breaker is governed by 250.122. I wasn't sure if that causes any problems.
