250.66 requirements for water pipe and concrete-encased electrodes

In new construction I have a water pipe and concrete-encased electrodes. Should the gounding electrode conductor be sized per 250.66 for the water pipe then bonded to the concrete-encased electrode with a #4 or bonded per 250.53(e). Service contuctor size is a 250 mcm.

Use 250.66 for the water pipe. Art. 250.53(E) is for ground rods etc.

#4 is all that is necessary for the CEE
 
The code gives the option to:

A: run the minimum required size GEC to each individual electrode and terminate at the service equipment.

B: run the GEC is to the electrode with the largest conductor size requirements and then run a bonding jumper to the other electrode based on its required size.

Either or is would be suitable and serve it's purpose.
