250.80-2008 NEC --puzzled????

There is a change in the 2008 NEC in the last portion of the paragraph. The change is not documented in the ROP or ROC.

I perused my code change books and could not find reference to it there.

Does anyone have any reference to this change in the 2008 NEC?
 
Look at page 182 of the ROP.

250.80 Service Raceways and Enclosures. Metal enclosures and raceways
for service conductors and equipment shall be connected to the grounded
system conductor if the electrical system is grounded or to the grounding
electrode conductor for electrical systems that are not grounded .
Exception: A metal elbow that is installed in an underground installation of
rigid nonmetallic conduit and is isolated from possible contact by a minimum
cover of 450 mm (18 in.) to any part of the elbow shall not be required to be
grounded connected to the grounded system conductor or grounding electrode
conductor .

This what I found and it seems that is was accepted, I did not check ROC yet.

I appreciate the effort you took to search for this. I probably should have typed in a search myself.

What I am trying to find is the substantiation for this change. Maybe you can stretch a little more, if you do not mind.

Bottom right of page 183 in ROP is the start of comments on substantiation for acceptance or denial, top of 184 says:

250.80 and 250.80 Exception: These changes clarify the present requirement
in more prescriptive language.

I will see if I can find the actual minutes of the committee that submitted the changes and why. I found nothing in ROC, maybe I missed it.

I will also try IAEI sites. Maybe I will get lucky.
