('-08 Code applicable) Am I reading correctly that other than service raceways as covered in 250.80 and the exception for 2540.112(I), if a rigid elbow in a run of PVC is encased in 2" of concrete it need not be bonded ?

Yes I believe you can either encase it or bury it 18". If this is above ground it may be easier to bond it then encase
