In 250.94 (B) I don't see any direction for where this bus can be installed, other than it must be accessible or how to connect it.

Can it be installed in an interior room and connected to the nearest panel's grounding bus?

Or does it need to be a connected to a grounding electrode conductor?
 
Good question 250.94(B) does not clearly address this like section 250.94(A) does. We connect them to a common electrode riser or to building steel.
 
(B) in a round about way is referring to more of High Rise type of Building where there are Ground Bars in multiple IT closets scattered throughout the Building and then Bonded back to the GE system.
 
Although it is not mentioned in the wording of that section part (B) IMO should be installed like part (A). The difference being that in (B) the IBT is now a bus bar.
