Remove the word 'existing' from the exception.

Replace the word 'exists' with "are installed" to the exception.

Substantiation, the providing utilities demarks are rarely at the service in dwellings or other structures we have built since we adopted the 2008. Everything is UG here in new construction and the demarks are installed indoors to prevent tampering.

I know the substantiation needs tweeking.

bonding termination is not required. An accessible
means external to enclosures for connecting intersystem bonding
and grounding electrode conductors shall be permitted at
the service equipment and at the disconnecting means for any
additional buildings or structures by at least one of the following

I would say that since it makes sense to me, the CMP will kill it.
