I am installing low bay HID's, all the old lights are removed. There is nothing on the neutral, 120v on the Hot and somehow 25v on switchleg with the switch off. Any ideas?

What type of meter did you use to measure this voltage? Is the switch leg still connected to a load and is the load connected to the neutral?
