Question is I have a 2000 amp 480v main breaker panel ( i-line) serving as the main disconnect for the building. The panel is inside the building in a locked electrical room. Shouldn't there be a disconnect on the outside of the building? City of Houston passed the electrical. In case of a fire there is no way to turn power off unless you go inside in the electrical room and kill the main.

I would guess that maybe 85% of the services in Wisconsin are this way.

It is not an NEC issue. This is a design consideration that takes into account other building and fire codes.
 
The code issue would be compliance with 230.70(A), but a locked room is permitted and the disconnect can be well inside the building if the service conductors are "outside" the building per 230.6.
 
I have to agree with others, this does not violate NEC. Some places may have amended rules that would require an outside disconnect.

Some may allow what OP has but may require a shunt trip or other means that can open the main from outside the building.
