277 Volt Lighting

Some time back I ran into a problem with an inspector about the mounting height of a flouresent fixture that was 277 volts and mounted at 6'-11" as per drawings along a service hallway. He refused to sign off on them and demanded that the be raised above 8'. As my mind is fading I do remember him backing his ruling with a code but dont remember if it was the NEC or the S. Florida Building code. Does anyone Know if this still applies? I have looked through the NEC and found nothing and the SFBC does not apply anymore. I someone does know could you please post the section that I may find it.

Not sure of the type of building. He could be referring to:

NEC 2008 410.12 Luminaires over Combustible Material

Lampholders installed over highly combustible material shall be of the unswitched type. Unless an individual switch is provided for each luminaire, lampholders shall be located at least 2.5 meters (8 feet) above the floor or shall be located or guarded so that the lamps cannot be readily removed or damaged.
